Can the lacking quality of a shaped picture record cause skips?

I bought a shaped picture record recently and when I play it, it tends to skip on some parts. I contacted the seller, and he stated that this kind of record is of inferior vinyl quality, and therefore sound less good. So, could this be the cause of the skips?
